100 YEARS SINCE THE HUNGARIAN SOVIET REPUBLIC


The Hungarian Soviet Republic or, literally, the Soviet Republic in Hungary (Hungarian. Magyarországi Tanácsköztársaság), which arose in late March 1919 and existed 133 days before the beginning of August 1919, was the second in the world socialist state after Soviet Russia. The head of state was President Shandor Garbai.

After the collapse of the Austro-Hungarian Empire, following the results of the First World War, on November 16, 1918, the Hungarian People's Republic was formed, headed by President Count Mihai Károlyi and Prime Minister Denes Berinkei. France considered Hungary as part of the defeated Austria-Hungary and demanded territorial concessions from it in favor of the countries neighboring Hungary. Unwilling to obey such demands and unable to reject them, Berinkei resigned on March 20, 1919.

The next day, Karolyi announced to the other members of the current government that the new cabinet could be formed only by the Social Democrats, as the party that had the most support in the country. Secretly from the president and with the hope of forming a more sustainable government, the Social Democrats entered into negotiations with the leaders of the Hungarian communists, who were imprisoned at that time. It should be noted that by February 1919, the party of Hungarian communists, created only six months ago, already comprised from 30 to 40 thousand members, including a large number of unemployed ex-servicemen, young intellectuals and representatives of national minorities. Every day it became more and more popular, and its supporters became more and more active.

The Social Democrats and the Communists agreed to unite into the Hungarian Socialist Party. Thus, Karoyi, who had resigned on March 21, himself a staunch anti-communist, handed over power to the government dominated by the Communists, and was immediately arrested by this government, but he managed to escape and leave the country.

The Hungarian Socialist Party that came to power created a government called the Revolutionary Governing Council, which proclaimed the Hungarian Soviet Republic. Initially, the government represented a coalition of socialists and communists led by Shandor Garbai, but only a few days later the communists withdrew the last socialists from it. After this, the new communist government proclaimed the abolition of all aristocratic titles and privileges, separation of church and state, guaranteed freedom of speech and assembly, free education, linguistic and cultural rights for national minorities. Also, the Communists nationalized industrial and commercial enterprises, housing, transport, banking, medicine, cultural institutions and all land ownership, the size of which exceeded 40 hectares.

To ensure the protection of the republic, the formation of the Red Guard began, headed by Matthias Rakosi, later reorganized into the Red Army.

In the meantime, the counter-revolutionary government of Count Gyula Karolyi was formed in the territories occupied by the Entente countries, during which the National Army of Miklos Horthy was formed. At the same time, Romania, with the support of the Entente, attacked Hungary from the southeast - its army quickly advanced throughout the country, soon cutting off all paths leading to the capital. The Hungarian Red Army was forced to fight on the outskirts of Budapest. The battle was lost, and on August 1 most of the members of the government were forced to leave the country. On August 6, the Romanian troops entering Budapest put an end to the history of the Hungarian Soviet Republic. A “white terror” followed.

Many supporters of the Soviet Republic were shot without trial or investigation, a significant part of them went to prison as a result of the so-called “commissar trials”. Most of these prisoners were subsequently exchanged on the basis of an exchange agreement between Soviet Russia and Hortist Hungary, concluded in 1921 (according to this agreement, 415 prisoners were issued to Russia. Many of them played an important role in subsequent events in Russia and Hungary).

Letter from Donbass


I haven’t written for a long time - my fingers have lost the grip of a pen, it seems that a sharp cold of weapons has entered them forever. Uniform, stucture, orders - my life now consists of this. And so, until they shoot, I write. Today - March 18, the Paris Commune Day, is my personal holiday.

I was born and raised in the Voroshilovgrad region. From 1961 to 1991, our city bore the glorious name of Kommunarsk (now Alchevsk, Lugansk region). Despite the renaming of the city "democrats", its former name remained unchanged for the railway station. And now the word "Kommunarsk" flaunts on the facade of the building of the local station, on all maps and atlases of the world. But the neighboring district center Perevalsk was called the Paris Commune since the 1920s. Until now, its indigenous people out of habit say: “Parkommune”. There was even a common trolleybus communication between our cities, sunk into oblivion after the collapse of the USSR.

Never in my life could I imagine that I, a boy, playing in the early 80s in a "war stick" on the shady streets of his native city, would have to fight for real.

Both my grandfathers - Grigory Martynovich and Peter Maximovitch - died the death of the brave on the fronts of the Great Patriotic War. Grandfather Gregory served in the 794th Regiment of the 232nd Sumy Streltsa Division. He died on October 12, 1943 on the Lutezhskiy bridgehead, with the liberation of Kiev. And today, orders are being sent from Kiev to bombard and bomb the Donbass, where the son and grandchildren of Grigory Martynovich live. Could I have been inactive in this case? Could I betray the memory and glory of their ancestors? So I became a militia - defending native Kommunarsk and the whole Donbass in arms.

"Izvarinsky", "Ilovaisky" and "Debaltsevsky" "boilers" in which Ukrainian invaders-neo-fascists "welded" continue the glory of Borodino and Stalingrad. And this means that the militia of modern Donbass with honor carry the battle banner of their ancestors - the banner of courage, bravery and loyalty to the military oath.

Only here is the trouble: Stalingrad was followed by a victory at the Kursk Bulge, and so on - until the capture of Berlin. Donbass militias, who had driven Ukrainian punishers into the "coppers", were not allowed to move on. Who and why will become clear with time, but already now one can say with certainty that the reason is in the same capitalism. The bourgeois understand perfectly well: the people who defeated fascism will not then tolerate them, the exploiters. The core of the force that will lead the peoples of the former USSR to fight capitalism may well melt out of the civil war in the Donbas. Hence - the bourgeois fear of the victories of the Donbas people's militia. And we, the communists of different nationalities, need to do everything so that the fear of these parasites should not be in vain.

Cuba Condemns Terrorist Sabotage Against Venezuela’s Electric System


DECLARATION OF THE REVOLUTIONARY GOVERNMENT OF CUBA

The Revolutionary Government strongly condemns the sabotage perpetrated against the power supply system in Venezuela, which is a terrorist action intended to harm the defenseless population of an entire nation and turn it into a hostage of the non-conventional war launched by the government of the United States against the legitimate government headed by comrade Nicolás Maduro Moros and the civic and military union of the Bolivarian and Chavista people.

Several US  politicians have rushed to celebrate an action that deprives the population from an essential basic service; leaves hospitals without the power they require to work; disrupts other basic services which are indispensable  in the everyday-life of people, such as food, water supply, transportation, communications, public safety, trade, bank transactions and payments using credit cards. Such an action affects work in general and the proper functioning of schools and universities.

The sequence and modality of these actions remind us of the sabotage perpetrated against the oil industry back in 2002 by a US company that owned and operated the automated system that controlled the production, refining, transportation and distribution of hydrocarbons.

This adds to the ruthless economic and financial warfare imposed on Venezuela with the clear intention to subjugate, through shortages and deprivations, the political and sovereign will of a people that has not been brought to its knees.

This is an escalation of a non-conventional war led by the US government against that sister nation, which is taking place after the failed provocation  orchestrated on February 23 with the intention of carrying by force an alleged humanitarian aid into Venezuela, thus challenging the legitimate authorities of that country and violating International Law and the principles and norms of the United Nations Charter, with the purpose of causing widespread death and violence as a pretext for a “humanitarian intervention.”

The experience of Cuba’s own history and the history of other countries in the region show that these actions are a prelude of violent acts of a larger scope, as was the case of the armed invasion through Bay of Pigs in 1961.  The international community has accumulated sufficient evidence to be on the alert.

The usurper and self-proclaimed “president” made in the US has publicly said that, when the time comes, he would invoke Article 187 of the Constitution to authorize the use of foreign military missions in the country; and has repeated exactly the same phrase used by his American mentors: “All options are on the table.”

He just needs to receive an order from Washington, since it is known that, during his tour around South America, he already asked certain governments to support a military intervention in his country.

The offensive launched against Venezuela has been accompanied by a ferocious campaign of McCarthyist propaganda and lies coordinated by the National Security Advisor of that country, John Bolton, as a pretext to apply by force the Monroe Doctrine, for which he has counted on the active participation of the anti-Cuban Senator Marco Rubio, who has frantically resorted to social networks, thus evidencing his interest and personal and conspiratorial involvement in the maneuvers perpetrated against Venezuela.

One of the most relentless and shameless statements made has been the slanderous assertion that Cuba has “between 20 and 25 thousand troops in Venezuela” which “exercise control” on that sister and sovereign nation and  “keep” the members of the glorious and combative National Bolivarian Armed Forces “under threat”.  Cuba categorically rejects that lie and equally strongly refutes any insinuation that there is some level of political subordination by Venezuela to Cuba or by Cuba to Venezuela.

John Bolton is a well-known liar, whose trajectory goes back a long way. He was the US government official who, back in 2002, accused Cuba of having a program to develop biological weapons, a fallacy that was publicly denied by former Secretary of State Colin Powell, who was his superior  back then; and by ex President James Carter. This falsehood also forced Bolton to undergo a US Congress investigation.

Back in 2003, Bolton was also among those who disseminated the lie that the government of Iraq had weapons of mass destruction and a program to develop them.  Such a lie, after being repeated at every level of the US government and magnified by the big media, served as a pretext for the aggression and military occupation of that Middle East country by the United States at a cost of almost one million deadly casualties and millions of displaced Iraqis, plus thousands of US soldiers killed and wounded during a military campaign whose goal was also oil.

As has been publicly announced and is known by the honest and well-informed persons, the bilateral relations between Cuba and Venezuela are based on mutual respect, true solidarity; a shared commitment, based on the ideas of Bolivar, Marti, Fidel and Chavez , with the integration of an independent and sovereign “Our America”; the willingness to practice complementary cooperation among all the peoples of the South and the common effort to implement and defend the Proclamation of Latin America and the Caribbean as a Zone of Peace.

The projects contained in the Comprehensive Cooperation Agreement that was signed between both countries involve the participation of a little more than 20 000 Cubans, most of them women.  Ninety six per cent of them are devoted to the provision of health services to the population. Others work in other sectors such as education, culture, sports and agro-food production.

Just to mention some figures, the historical impact of that cooperation in Venezuela has been reflected in the 1 473 117 human lives that have been saved; the 717 029 310 medical diagnoses made; the medical assistance received by 62 031 309 persons suffering from eye problems; the 12 915 648 vaccines against measles and tuberculosis administered to people; and the 3 095 564 persons who have been taught to read and write.

It is absolutely not true that Cuba is taking part in operations carried out by the National Bolivarian Armed Forces or the security services.  This is a slanderous rumor deliberately disseminated by the government of the United States.  When Bolton as well as other politicians and officials of the US government rely on such rumors, they are deliberately lying to pursue aggressive political purposes.  They have sufficient data and information and know the truth.

Cuba does not interfere in the internal affairs of Venezuela, just as Venezuela does not interfere in Cuba’s internal affairs.

Unlike the United States, which has about 80 military bases in Latin America and the Caribbean, including the one that is usurping the Cuban territory in Guantánamo; and around 800 in the entire planet, with more than 250 000 quartered troops, Cuba does not have any base in any country; or specialists in torture and police repression; or secret prisons; or naval or air forces prowling around the coasts or the immediate air space of sovereign States; or satellites watching every single detail.

It was through the use of lies that imperialism promoted the bloody coup d’état of Augusto Pinochet in Chile and many other coups and repressive dictatorships in the region.  It was through the use of lies that more than 10 000 defenseless citizens were assassinated during the military invasion against Panama in December of 1989.   It was through the use of lies that the military aggression and destabilization of Libya was perpetrated.

It was with lies that the United States and other powers fully supported, all the way until the very last minute, the opprobrious apartheid regime in South Africa.

The Revolutionary Government warns and denounces that the tendency of the government of the United States to lie without any limit or restraint whatsoever has already had dangerous consequences in the past that could replicate in the present.

Egor Murlychev - Rostov Bolshevik underground fighter

On March 11 (February 26, Old Style), 1919, the White Guard court handed down the death sentence to the head of the Rostov Committee of the Bolshevik Party, Georgy (Yegor) Murylychev.

Yegor Murlychev was arrested in December 1918, when the underground printing press collapsed. For three months the guy was beaten, he was abused with exquisite torture, subjected to unbelievable torture and abuse.

The young man's head turned gray, his face was bruised, haggard and aged. Only the eyes were still burning young and bold, burning with an unquenchable belief in the inevitability of victory, in the triumph of the great ideas of the Bolshevik Party. The executioners failed to snatch a word of confession from him.

On the wall of prison cell number 13, he scrawled: "Comrades, I am dying for the cause of the revolution. Continue my work. Egor Murlychev." And when the escorts came for him, he made a hasty note in the margins of the prison prayer book: "Dear comrades. Today I was dying for the idea of ​​the Bolsheviks. One hundred years later, on the eve of March 11, 2019, the comrades-in-arms of the All-Union Communist Party of Bolsheviks (AUCPB) honor the memory of a revolutionary underground worker in Rostov-on-Don. Flowers were brought to the street named after Murlychev, a “memorial of memory” was created.

The name of Yegor Murlychev will not be forgotten at the next round of history, no matter how they try to forget his name, and silenced by the current bourgeois authorities of the city. His feat today inspires the modern Bolsheviks for new battles against the world of capital.

Events surrounding Venezuela

The President of Venezuela, Nicolas Maduro, called the US attack a an act of terrorism on the country's power grids.

Washington intends to establish a  military environment of the Bolivarian Republic of Venezuela under the pretext of the so-called "humanitarian intervention". "The United States silently accumulates its military force near Venezuela," said British journalist and military expert Tom Rogan in the Washington Examiner newspaper. “The United States has a significant naval and transport presence near Colombia and Venezuela.”

According to Rogan, the Pentagon is able to deploy 2,200 marines, combat aircraft, tanks, and two aircraft carriers off Venezuelan coast in less than a week.

How to stop the war in the Donbass

From an interview with the commander of the glorious battalion "Ghost" Alexei Markov, the successor to Alexey Mozgovogo, to the newspaper "Soviet Russia" (03/05/19):

“In the past five years, the Donbass has become exclusively Russian land,” he repeated more than once in an interview. - And Ukraine has become a foreign aggressive country for Donbass.

- It turns out that it is not by chance that Poroshenko made a reservation the other day that there is a struggle with the Ukrainian aggressor?

- Truth flew off his tongue. For the republics of Donbass, Ukraine has become the enemy, and its armed forces, the Armed Forces of Ukraine, are the invaders who kill the peaceful Donbas people.

- A year ago in your interview you talked about clouds gathering over the Donbas, and today these clouds have become thicker, blacker and more dangerous?

- Over the past 2 months, the Ukrainian side is constantly increasing its efforts on the leading edge. The shelling greatly increased, works and barrel artillery, and mortars, and armored vehicles. The enemy almost every day firing at our positions and at residential settlements.

- The situation in the republics is extremely tense. It is known that in the center of Donetsk there were drones. Saboteurs operate in Donetsk and Lugansk. The Kiev regime uses all the means typical of the Nazis, they sow fear among the civilian population. They do not consider the residents of Donbass as their citizens. It does not matter to them whom they kill, the soldier of the People's Militia or the ordinary pensioner. For them, both are enemies. The children of Donbass are also enemies, the women of Donbass are also enemies. It is not surprising that the Nazis use terrorist methods. What seems wild to us is a natural tactic for them.

Therefore, all the explosions, which periodically rattle both in Lugansk and Donetsk, all contract killings — everything fits into the general concept of destroying as much of the population of Donbass as possible, introducing horror by the Ukrainian punishers in the heads of ordinary people.

Approximately the same happened in the late forties in Western and Eastern Ukraine, when the same savages from the UPA (Ukrainian Insurgent Army) broke into villages, killed teachers, doctors, not with the aim to seize the village, but just to sow horror. Donbass is doing the same thing right now. We have no saboteurs on the leading edge. Why send them to us, if it is possible to shoot direct fire from artillery from a safe distance?

- And you can not fully respond to provocations, you are still dominated by the order to adhere to the Minsk agreements?

- Yes, the Minsk agreements remain in action, so the return fire opens only in extreme cases, which significantly limits our capabilities.

- This is unfair, it is fired, as if on targets, the defenders are allowed only to pay with their lives?

- The question is not for us. We are always ready to give the aggressor a rebuff. The problem is that there is a command, there is a political leadership, and they already determine the use of military force ...

Unfortunately, inconsistency, from my point of view, of this approach, when the enemy is given the opportunity to fire on civilian settlements with impunity, and we have every shot under strict control, creates a situation where Bandera feel their impunity, and this allows them to increase the attacks on our side.

- If you are limited in response, then how does the population react?

- Civilians - they have a very hard life. No work, the constant threat of shelling. Nevertheless, they are not so accustomed, a person knows how to adapt. But they also do not understand how it turns out that the villages on the ukropovsky side are all worthless, not a single glass is broken, but on our side the villages are destroyed by whole streets, peaceful people are constantly dying. The passive position of the political leadership causes them to be puzzled: why do not we give up the aggressor, why are we so defensively defended? People constantly ask us: when will you give them a hard tooth? The people are configured in combat.

Our personnel are holding out ok. Everyone understands for the sake of what this war is, and are ready to fight. Give us an order!

- The leadership of the DPR states that full-fledged armies have been created in the republics.

- We have gained a great combat experience. Formed corps of the People's Militia in both the LPR and the DPR. Only in the LPR, except for the corps of the People’s Militia, there were no other armed formations since 2016. And in the DPR were, some of them submitted directly to the head of the republic. Now there is a process of transferring them either to the corps of the People’s Militia or to the internal troops.

- What are the republics preparing more for peace or war?

- The military is always preparing for war. The higher the readiness of the army for war, the less chance it will happen.

- It is increasingly heard that the LPR and the DPR will remain part of Ukraine, perhaps as autonomies or subjects. Only Donbass residents seem to disagree.

- As long as the current regime remains in Kiev, any association with Ukraine is excluded. As for the residents of the LPR and the DPR, they have not seen Ukraine as a country for a long time.

- Only the Donbass is now dismembered, part of it remains near Ukraine.

- Unfortunately. But we are not going to leave our people and our lands to the aggressors. We are planning to liberate the Donetsk and Lugansk people's republics completely within their historical boundaries. I know that in the cities where our guys stood, the same Lysychansk, Rubezhnoye, Severo-Donetsk, a lot of people in Slavyansk, in Kramatorsk are waiting for us to return to these cities, they don’t like to live under the Nazi rule.

- If suddenly the Ukrainian fascists rush into the territory of the republics, what will happen to people?

- There will be big trouble. People will be destroyed without trial, the rest will be subject to filtering. Ukrainians themselves say this. Those who are opponents of Nazism, fascism, are subject to destruction, someone will be expelled, perhaps to Russia or elsewhere. The rest will have to, as they say, pay and repent ...

- What does it mean to repent, in what, for what, in what way?

- I do not know, it is difficult to understand crazy people. This is nonsense, maybe even funny. But it is not funny when armed thugs begin to dictate their will to normal people. Suffice it to recall what happened after the coup d'état in 2014, when the same young men from the UPA, the UNSO, came to power. In the Donbass punitive scope will be multiplied. Especially now they are already well-armed, state authorities are behind them, so that ethnic cleansing will go to full height.

- One Russian word - and you are guilty?

- In principle, this is the case now, for example, in Dnepropetrovsk, where they launched the language police ...

- Are there any NATO members in the APU?

- There are NATO instructors who teach Wesheushnikov at the sites. Perhaps one of them leaves with short-term inspections on the front line.

- But were there mercenaries from other states?

- There was a huge number of Western Nazis, representatives of right-wing parties who went to this war, regarding it as an opportunity to shoot at a living target. They were not even paid. They themselves paid money to enable them to kill people.

- Soon the presidential elections in Ukraine. At the front has become even hotter?

- Yes, the shelling does not cease. Apparently, the Armed Forces of Ukraine have been tasked to unleash the broadest possible military operations, otherwise Poroshenko will not be able to stay in power. He needs either a full-fledged war, or some serious complication of the situation, so that his voters can be consolidated.

- How do you assess the chances of Poroshenko for re-election? Will he win a victory, will the West want to keep him in power?


- I strongly doubt that he will retain power. His rating is low in order to pull him on; all the oligarchs, the entire administrative resource should be on his side. Far from it. If, say, the same Yeltsin in 1996 with his 5% pulled over 50%, now for the sake of Poroshenko no one will do it. There are a lot of other people, like Poroshenko, rushing to the presidential chair, for which there are also big money, administrative, informational resources. Hardly Poroshenko has a chance to stay in power.

- If the face of the Kiev authorities changes, can something change in the Donbas direction?

- Absolutely nothing will change. All real candidates for the position of Ukraine gauleiter in their attitude to the Donbass and Russia are no different. They are the same russophobes, the same haters of all Russian, like Poroshenko, and will also be aimed at continuing the war in the Donbas.

- What do you think happened 5 years ago on the Maidan?

- There was a coup d'état with the support of the local oligarchy and the West. Who provoked it? It is clear that Yanukovych didn’t need shooting for nothing. The same scenario was used as in Romania during the overthrow of Ceausescu, as with the color and Arab revolutions.

... Law enforcement agencies, "Berkut" carried out their task. The fact that they were not allowed to disperse the maydanovsky shoblu is the misfortune of a passive, indecisive Yanukovych. Of course, you can call him anyone: a gangster, an oligarch. But he is not a cannibal. - Does Ukraine have a chance to join NATO?

- The NATO charter clearly states: no countries that have territorial claims to other countries are accepted. - It is necessary to change the regime in Kiev. To do this, serious political decisions must be made, including by the leadership of Russia, perhaps through negotiations with Western countries. There is little that can be solved by military means. We are not at war with Ukraine, we are not going to seize anything ... Some internal cleansing should happen in Ukraine itself, people's minds should become clearer. And unfortunately, nothing depends on us, the defenders of Donbass. It depends more on the leadership of Russia. They should be asked when peace comes in the Donbass.

- It is suggested that conclusions that the capitalist system creates the prerequisites for military actions and conflicts. Not the oligarchs should be the ruling class, but the working people ...

- Yes, for capitalists, war is a continuation of politics and economics, only by other means. Every war makes the majority poor and the minority super rich.

The above date is deeply memorable, deeply significant for all those to whom the Soviet Union is the Motherland, for all those who painfully experienced and are experiencing the destruction of our common Fatherland during the criminal counterrevolution of 1985-1993, organized and conducted by state criminals united under the nickname "Democrats". Honest Soviet people are firmly convinced of the realization of our great dream — the rebirth of a united, free and beautiful Soviet Motherland.

Since the active phase of the counterrevolution of 1985–93, more than a quarter of a century has passed.

The All-Union referendum of March 17, 1991 (hereinafter referred to as the referendum, S.Kh.) is an important point in the chain of processes that ultimately led to the destruction of the Soviet Union.

On the political arena of the country in the days of the referendum was simply a "storm"! This is the "run-up" of the nationalist struggle of the leadership of the union republics with the center, and the "circus struggle" of the union Gorbachev and Russian Yeltsin, and a complete misunderstanding by the broad masses that Gorbachev - Yeltsin is the same as in the saying: "two boots make a pair."

Since 1986 in the USSR, bloody conflicts on ethnic grounds have constantly flared up. First Alma-Ata, then the Armenian-Azerbaijani conflict, pogroms in Sumgait, Kirovabad, massacres in the Kazakh New Uzgen, massacres in Fergana, pogroms in Andijan, Osh, Baku. At the same time, the nationalist movements in the Baltic States that seemed to appear out of nowhere rapidly gained strength. From November 1988 to July 1989, the Estonian, Lithuanian, and Latvian SSR consistently declared their sovereignty, soon followed by the Azerbaijan and Georgian SSR.

On June 12, 1990, the Supreme Soviet of the RSFSR adopted the so-called Declaration of State Sovereignty of the RSFSR, which initiated the “parade of sovereignties”, during which all the Union and many of the autonomous republics adopted the Sovereignty Declaration, in which they challenged the priority of all-union laws over republican ones (according to the Constitution of the USSR , article 74, USSR laws have the same force on the territory of all the Union republics. In case of discrepancy between the law of the union republic and the all-union law, the law of the USSR is valid, which means “war for laws ". The “sovereignty declarations” not only proclaimed the supremacy of republican acts, but also established rules according to which union laws could operate in the republic only after their ratification (or approval) by republican authorities.

What methods "democrats" managed to unleash in the "nationalist whirl"? After all, the basis of the Bolshevik national policy has always been the principles of equality of all nations, friendship of peoples, proletarian internationalism. It is by these principles that they are distorted in every way, and the “democrats” beat them, destroying the main bonds connecting the Soviet republics - the friendship of peoples.

In 1989, a movement emerged in Georgia for secession from the USSR. The situation is aggravated against the background of the Georgian-Abkhaz and Georgian-Ossetian conflicts. April 9 in Tbilisi there are clashes with the troops, there are first casualties. In the spring of 1990, Lithuania (11 March), Latvia (4 May) and Estonia (8 May) declared their independence. However, all-Union authorities did not recognize these decisions. The Armenian authorities, which declared independence in August 1990, refused to organize an All-Union referendum.

It is in such a "dilapidated state" that the Soviet Union came to the All-Union referendum. Add to this the crisis state of the economy, interethnic conflicts in many regions of the country, the complete destruction of the defense system associated with the Warsaw Pact. After a stormy debate on December 24, 1990, the IV Congress of People's Deputies of the USSR, at the insistence of  Gorbachev issued a decree that said: “In connection with the numerous appeals of workers expressing concern about the fate of the USSR, and considering that the preservation of a single union state is the most important issue of state life, it affects the interests of every individual, the entire population of the Soviet Union, the USSR Deputies decides: to hold a USSR referendum to resolve the issue of preserving the renewed Union as a federation of equal sovereign Soviet Socialist Republics with taking into account the results of voting for each republic separately. ”

The final question of the referendum scheduled for March 17, 1991 was formulated and published as follows: “Do you consider it necessary to preserve the Union of Soviet Socialist Republics as a renewed federation of equal sovereign republics, in which the rights and freedoms of a person of any nationality will be fully guaranteed” . The very question of the referendum seemed to hint at veiled plans to use the USSR referendum for bourgeois reform of the country. Responding to questions about the preservation of the Union, citizens had to, of course, bear in mind that this was not about the old, but about the "new, transformed, truly federal" union state. In Lithuania, Latvia, Moldova, Armenia, Georgia and Estonia, the local authorities, fearing an unfavorable outcome for the national separatists, took the path of blocking the Referendum.

In the RSFSR, the Byelorussian SSR, the Ukrainian SSR, the Uzbek SSR, the Kazakh SSR, the Azerbaijan SSR, the Kirghiz SSR, the Tajik SSR, the Turkmen SSR, a referendum was held. In the country as a whole, 185 million citizens were put on the voting lists; 80 percent of those who had the right to vote took part in the referendum. In accordance with the USSR law on nationwide voting (USSR referendum) of December 27, 1990, the voting results were to be summarized for the country as a whole, which was done by the USSR Central Referendum Commission. According to her data, 77.85 percent of the citizens of the USSR said: “Yes” to the union state. In accordance with the resolution of the Congress of People's Deputies of the USSR, the results of voting for each republic separately were summed up. They looked as follows: in the RSFSR 75.4 percent of the adult population participated in the voting, 71 percent answered “Yes”, in Ukraine, respectively, 83 and 70 percent, in Belarus — 83 and 83, Uzbekistan — 95 and 93.7, Kazakhstan 89 and 94, Azerbaijan - 75 and 93, Kyrgyzstan - 93 and 94.5, Tajikistan - 94 and 96, Turkmenistan - 97.7 and 98 percent.

About 50 thousand people expressed their will in the South Ossetian Autonomous Region of Georgia, 300 thousand in Estonia, more than 500 thousand in Latvia, more than 600 thousand in Lithuania, and more than 800 thousand in Moldova. The absolute majority of them left the word "Yes" in the bulletins. A referendum was also held in some autonomous republics that were part of the “refusers”. In particular, the overwhelming majority of residents of Transnistria and Gagauzia (part of Moldova), as well as Abkhazia and South Ossetia (part of the Georgian SSR; voted for the preservation of the USSR; on the day of the referendum, Georgian troops attacked the capital of South Ossetia, Tskhinval.

Kazakhstan (almost 10 million voters) submitted its question to the referendum: “Do you consider it necessary to preserve the USSR as a Union of equal sovereign states?” And Ukraine (almost 38 million voters) with its additional question: “Do you agree that Ukraine should be part of the Union of Soviet Sovereign States on the basis of the Declaration on State Sovereignty of Ukraine”? - specified the conditions under which it is ready to join the “renewed Union”. A similar process is taking place in Russia - at the congress of people's deputies of the RSFSR, a decision is made to supplement the referendum with the issue of introducing the institution of presidency.

Summing up the All-Union referendum, the Supreme Soviet of the USSR, in a resolution of March 21, 1991, emphasized that the decision of the people adopted at the referendum was final, binding, and should be fully reflected in the draft of the new Union Treaty. Taking into account the results of the referendum, three versions of it were prepared. In general, they proceeded from the idea of ​​preserving the federal structure of the state. In these projects, the exclusive powers of the Union were clearly defined, the priority of union laws was affirmed, the problems of preserving allied property and the budget, the territorial integrity of the country and single citizenship were solved.

The results of the referendum were a bright and unambiguous indicator of the desire of the majority of Soviet people to live together, to preserve the Union. However, the leaders of a number of republics openly urged not to reckon with its results. As early as January 1991, representatives of Democratic Russia, meeting at the Democratic Congress in Kharkov, decided to abolish the Union and replace the Federation with the Commonwealth of States. In February, shortly before the referendum, it was reported that the leaders of Russia, Ukraine, Belarus and Kazakhstan sent their representatives to Minsk to consider, without the participation of the allied leadership, proposals for the creation of a Commonwealth, meaning essentially the transformation of a single union state into an amorphous confederative Community of Independent States

Having met on April 23 in Novo-Ogarevo with the leaders of nine republics, Gorbachev signed with them the so-called “Statement 9 + 1”. A new body, not envisaged by the Constitution and actually opposing the Supreme Soviet of the USSR, was formed and began to act - the Novo-Ogarevsky meeting of the leaders of the republics. On July 12, 1991, the USSR Supreme Soviet adopted another Resolution, in which it indicated that it was possible to sign the Treaty only after serious revision and agreement between the republics with the participation of an authorized Allied delegation formed at the Supreme Soviet session.

This delegation was again, for the third time, instructed to proceed primarily on the basis of the results of the All-Union Referendum. By giving instructions to the Allied delegation, the Supreme Soviet of the USSR unequivocally defined the procedure for signing the Union Treaty, stating that it means “to sign it at the Congress of People's Deputies of the USSR”.

The final meeting of the leaders of the republics in Novo-Ogarevo took place on July 23. There was practically nothing to agree on, except for one thing: the meeting participants came to the conclusion that it would be expedient to sign the Treaty in September-October 1991 at the Congress of People's Deputies of the USSR inviting all plenipotentiary delegations. Thus, the signing of the Union Treaty was scheduled not for August 20, but for the fall of 1991.

We will hardly ever find out in full detail what was actually said at the secret meeting on July 29 and 30 in Novo-Ogarevo, which Gorbachev had with Yeltsin and Nazarbayev. We only know about the official consequences of this meeting. Firstly, the text of the Union Treaty was changed significantly towards defederalization. The concept of allied property has disappeared from the project. With regard to all-union taxes, an unclear formulation appeared. The annexes on the mechanism for implementing the Treaty were withdrawn. But the most important thing: after the signing of the Treaty, the Constitution of the USSR and to a large extent the Constitution of the RSFSR should have ceased to operate. Secondly, the signing of the Union Treaty was postponed to August 20, 1991. Third, the signing was planned to be carried out in several stages by representatives of individual republics, and not at the Congress of People's Deputies of the USSR, which was seen as an obstacle to the fulfillment of the intended plan. Moreover, the draft Treaty proposed for signing and substantially modified at the secret meeting of the troika was not published in the press until August 6, since it would undoubtedly cause objections from various sides. Understanding that such provisions are, to put it mildly, illegitimate, the drafters confined themselves only to sending the text of the draft to the heads of plenipotentiary delegations.

All of this together - global betrayal, deception of the population and deputies, the monstrous violation of the rule of law and the will of the people, expressed in a referendum on March 17 - became the reason for the creation of the Emergency Committee. And finally, after the August counterrevolutionary coup two weeks before the Belovezhsky conspiracy, on November 27, 1991, Gorbachev promulgated his last document - the draft “Treaty on the Union of Sovereign States”. There is no mention of the referendum on March 17, and the state structure of the union states: “The Commonwealth of Independent States (CIS) is a confederative democratic state ... The states that make up the Union retain the right to independently decide all the issues of their development .. As we see, the peoples of the Soviet Union were offered instead of the federation for which they voted, even if not fully aware of its meaning, an amorphous confederative entity. That is, this project can be considered as the last step on the way to the signing of the Belovezhsk agreement that destroyed a great country.

The negative course of events that led to the disintegration of the Union was the result of the actions of those forces who sought to seize power in any way ... It was the lust for power that explained the extreme intolerance and aggressiveness of national elites in the former Soviet republics. More than a quarter of a century ago, citizens of the Soviet Union voted for the preservation of the USSR at a special All-Union referendum. They believed that they were voting for that, but the reality turned out to be much more complicated ...

Under the conditions of that time, it did not occur to the majority of Soviet citizens that conflicts on the periphery could inflame could mean the rapid collapse of the country. The union seemed unshakable. There were no precedents for secession from the Soviet state. People waited for restoring order and normalizing the situation. In December 1991, another referendum was held in Ukraine - already on independence. 90% of those who took part in the voting were in favor of “independence”. The people who had just voted for the collapse of the country were completely sure that they would still live in a single Union, with common production and economic ties and a single army. Absolutely paternalistic citizens of the disintegrated USSR believed that the leadership knew what it was doing.


Much later, in 1996, the State Duma of the Russian Federation adopted a resolution “On legal force for the Russian Federation - Russia on the results of the USSR referendum on March 17, 1991 on the issue of preserving the USSR”. And since there was no other referendum on this issue, it declared illegal the 1991 decision of the Supreme Soviet of the RSFSR "On Denunciation of the Treaty on the Establishment of the USSR" and legally recognized the USSR as an existing political entity. That is, even the deputies of the Russian State Duma, five years after the referendum, still believed that it was “about preserving the USSR”. That, as we saw at least from the wording of the question, does not correspond to reality. The referendum was about "reformatting" the country.

On March 5, the day of memory I.V. Stalin, the organization of the All-Union Communist Party of Bolsheviks (AUCPB) in the Rostov region, laid flowers at the monuments to the Leader and the places where his monuments used to stand.

In Rostov-on-Don there were several monuments to Stalin. One of them was located on Budennovsky Prospect, in front of the building of the present Olympic Reserve School. In the early 1960s, the revisionist Khrushchev, in the usual manner, under the cover of night, demolished  the monument, and on the pedestal they installed a sculpture, transferred from another place, of  V.I. Lenin. The monument to Lenin stood there until the early 2000s, when it was demolished by the bourgeois authorities.

Today, on March 5, the All-Union Communist Party of Bolsheviks comrades brought flowers to the place where the monuments to the leaders of the proletariat stood - as a sign that the monuments to Lenin and Stalin will be re-erected after the new socialist revolution.

The number of carnations brought was in odd number - to mark that the work of Lenin and Stalin lives and fights.

Novosibirsk Bolsheviks honor the memory of the Leader

On March 5 in Novosibirsk on  Lenin Sq. at the monument to V.I. Lenin, on the initiative of the AUCPB a picket was held dedicated to the day of memory of I.V. Stalin - a real Bolshevik, one of the organizers of the Great October Revolution, the leader of the Bolshevik Party and the Soviet state, the architect of socialism, the creator of the Great Victory.

The picket was also attended by ordinary communists from the Central and Kalinin branches of the Communist Party of the Russian Federation, young guys from the Central Komsomol, as well as comrades from the RKWP.

The event was held despite the frost and strong wind. A 10-meter-wide banner was unfolded in the direction of the main thoroughfare of the city with the words of Stalin: “After my death, a heap of rubbish will be put on my grave, but the wind of history will mercilessly blow it all away it!”, I.V. Stalin and the banner with his image and with the words "Stalin - our militant banner!", along with flags and red banners of the AUCPB.

At the picket among the workers, we conducted Bolshevik agitation and propaganda work, distributed the Bolshevik Sickle and Molot newspapers, the book of the General Secretary of the AUCPB N.A. Andreeva “The future is behind socialism!” (Leningrad, 2018).


Young people approached our picket and threw money in a collection box for a monument to Stalin.

At the end of the event in honor of the memory of a great man, we laid flowers at the Lenin monument at the portrait of Stalin.

Dear women workers!

The Central Committee of AUCPB congratulates you on the International Communist Women's Day on March 8 - the day of international solidarity of women working in the fight against bourgeois domination and criminal imperialism, for economic, social and political equality, for a better future for future generations, for socialism, for preserving peace on Earth!

At present, the entire propaganda machine of the bourgeois states of the former Soviet republics is working to present March 8 as a women's holiday of spring and flowers and to emasculate class content from it.

We, the Bolsheviks, recall that this day began to be celebrated around the world at the suggestion of a prominent figure of the German and international labor movement Clara Zetkin at the II International Conference in 1910 in Copenhagen (Denmark) with a view to revolutionary mobilization of broad female masses against bourgeois domination.

Representatives of the working class of Russia took an active part in the overthrow of the tsarist autocracy and in the Great October Socialist Revolution in 1917, as a result of which Soviet power was established, opening the way for true equality of women living on 1/6 of our planet.

The Soviet government not only proclaimed, but also ensured real equality of men and women in all spheres of life. Soviet women workers, along with men, mastered new professions and achieved perfection in them. It was not beautiful idlers who were popular in our Soviet society, but heroines of labor, whose skill and impudence the whole country admired.

Soviet women, like all Soviet citizens, in reality had a guaranteed right to work and decent rest, to free medical care and education, were socially protected and confident in the future. The Soviet mother woman was absolutely confident in the bright future of her children.

After the counter-revolutionary coup of 1991, Soviet women, like all Soviet people, lost much. Prices for all goods are constantly rising, education and medical care has become paid, unemployment is rising. New housing becomes unavailable to workers. Today, a young family can no longer afford to buy or build a new apartment. People do not have confidence in the future, which was ever present in Soviet times. It is especially difficult to survive in crisis conditions for women from poor classes who need to take care of their families and children when there are no means of subsistence.

As for the so-called “Freedoms”, they exist in bourgeois society exclusively for women from the ruling class. Women who have money have much more rights than men who have no money. Equality for working women is a bare declaration.

Only with the restoration of socialism, female workers — representatives of the working class, the working peasantry and the working intelligentsia — can regain their happiness and freedom.

We, the Bolsheviks, call upon our women workers to celebrate International Communist Women's Day on March 8 as a day, one of the main slogans of which is the struggle against capitalist exploitation and capitalist slavery, for the restoration of the USSR - our great Socialist multinational Motherland.

Rally in Pyatigorsk near the “Obelisk of Pyatigorsk Heroes”





In Pyatigorsk, on February 23, Pyatigorsk AUCPB held a ceremonial rally in honor of the 101st anniversary of the Workers 'and Peasants' Red Army and Red Navy at the 40th anniversary of the October Revolution near the Obelisk of Pyatigorsk Heroes.

Before the rally, military marches were heard, songs about I.V. Stalin, songs about the Workers 'and Peasants' Red Army and the Red Navy.

Standards of the AUCPB, the AUCPB red flag with the image of our leaders V.I. Lenin and I.V. Stalin, red flags with hammer and sickle were displayed.




Bolshevik newspapers were distributed, propaganda work was carried out among the working people of the city.

Flowers were laid at the foot of the Obelisk.

On 23 february a rally took place in Ilsk dedicated to the 101 th anniversary of the forming of the Red Army.
AUCPB member L.A. Derbeda mad a speech in which she spoke about the Soviet period of history and the Soviet Armed Forces. Newspapers Bolshevik Hammer and Sickle and Revolutsia were circulated and leaflets distributed to mark this significant date.


96% of islanders: WE ARE RUSSIANS!

The overwhelming majority of the inhabitants of the South Kuriles in the course of a survey stated that the islands are an integral territory of Russia.





“The survey confirmed that the position of the inhabitants of the southern islands of the Kuril ridge is unambiguous. The question of the ownership of islands for local residents is not worth it: the Kuril Islands are the territory of Russia. This is the opinion of 96% of the respondents, ”said Konstantin Abramov, general director of the VTsIOM Foundation, at a meeting of the Sakhalin Oblast Duma on Tuesday.

98% of respondents are aware of the territorial claims of Japan.

The survey was conducted from February 11 to February 17 on the islands of Kunashir, Shikotan and Iturup in three formats: apartment survey, at enterprises and in crowded places (cinemas, shops). The study involved almost 7.7 thousand people aged 18 years, which is approximately 70% of the number of adult residents of the islands.

VTsIOM specialists visited most of the settlements, including small villages with a total of up to 50 people (for example, the Burevestnik settlement on Iturup and the village of Mendeleevo in Kunashir). Thus, the results of the survey can be considered on the representativeness of a kind of referendum. The results of the survey were discussed at an extraordinary meeting of the Sakhalin Regional Duma.

In a statement unanimously adopted by deputies, it is stated:

“The Sakhalin Regional Duma, on the basis of the provisions of the Constitution of the Russian Federation, has for many years declared that the Kuril Islands are an integral part of the Russian Federation and its subject - the Sakhalin region. Considering the wide public response caused by this topic, the All-Russian Public Opinion Research Center conducted a survey of the Kuril Islands residents on the subject of their personal relationship to the territorial identity of the islands. 7695 people took part in the survey, which is more than two thirds of the adult citizens living in the Kuril Islands: Fr. Iturup, oh. Kunashir, oh. Shikotan. The survey was open and public with the participation of the media.

After summarizing the results of the survey, the opinion of the inhabitants of Kuril was established: 96% of the respondents were unequivocally in favor of ensuring that all the islands of the Kuril ridge were under the jurisdiction of Russia. The Sakhalin Regional Duma states: any territorial changes concerning the Kuril Islands are unacceptable, all speculation on this subject is unfounded. The Kuril Islands are ours and will remain ours forever! ”

After discussing the issue, the deputies of the Sakhalin Oblast Duma unanimously adopted a statement of their position on preserving the integrity of the country, which was sent to all local and federal media, as well as to international structures.

Urgent Message from the Communist Party of Cuba on Venezuela

As stated in the Declaration of the Revolutionary Government of Cuba on February 13, "the escalation of pressure and action by the government of the United States to prepare a military adventure disguised as humanitarian intervention" not only constitutes a real threat to the Bolivarian Revolution, but also carries a real danger for peace on the continent.

Washington must not underestimate the costs of aggression against Venezuela. The possibility of a disastrous regionalization of the armed conflict would affect our peoples and all social, economic and political sectors.

We are facing a typical threat of a war of imperialist aggression, disguised however it is disguised, whose main objective is the appropriation by the United States of the largest certified oil reserves on the planet. It is once again evident the level of contempt Washington has for the tens of thousands of civilian victims that a conflict like the one in view could produce.

This would not only be an attack against the Bolivarian Revolution. In the logic of the hawks that control the Trump administration's policy toward Latin America, the action is viewed as a final assault against the left-wing and progressive forces on the continent. Today it is Venezuela, and tomorrow it will be Nicaragua, Bolivia or Cuba.

The defense of the Bolivarian Revolution, consequently, happens to be the first line in the struggle for the sovereignty of Our America, for the ideals of social justice, peace with dignity, and the Latin American unity left to us by the founders of our noble nations.

We reaffirm in these moments the position of our government, which states that "the sovereignty and dignity of Latin America, the Caribbean and the peoples of the South are today decided in Venezuela. It also decides the survival of the norms of international law and the Charter of the United Nations. It defines if the legitimacy of a government comes from the expressed sovereign will of its people, or from the recognition of foreign powers."

We call for a united march to demonstrate to the Yankee empire that the peoples of the continent have a sense of their independence and sovereignty. Now is the moment for the forces of the Sao Paulo Forum to demonstrate the immense political power that we represent.

As left-wing, democratic and patriotic political and social sectors, we have before us the possibility of demonstrating that the best way to say is to do, as José Martí emphasized in his times.

From Cuba, we urge us all to win the war: we must prevent it from happening, we must guarantee peace for us all. Let us honor the historic decision of the Spanish anti-fascists: ¡No pasarán!

J.V. Stalin - The Question of Bolshevisation





To achieve Bolshevisation it is necessary to bring about at least certain fundamental conditions, without which no Bolshevisation of the Communist Parties will be possible.

1) The Party must regard itself not as an appendage of the parliamentary electoral machinery, as the Social-Democratic Party in fact does, and not as a gratuitous supplement to the trade unions, as certain Anarcho-Syndicalist elements sometimes claim it should be, but as the highest form of class association of the proletariat, the function of which is to lead all the other forms of proletarian organisations, from the trade unions to the Party's group in parliament.

2) The Party, and especially its leading elements, must thoroughly master the revolutionary theory of Marxism, which is inseparably connected with revolutionary practice.

3) The Party must draw up slogans and directives not on the basis of stock formulas and historical analogies, but as the result of a careful analysis of the concrete internal and international conditions of the revolutionary movement, and it must, without fail, take into account the experience of revolutions in all countries.

4) The Party must test the correctness of these slogans and directives in the crucible of the revolutionary struggle of the masses.

5) The entire work of the Party, particularly if Social-Democratic traditions have not yet been eradicated in it, must be reorganised on new, revolutionary lines, so that every step, every action, taken by the Party should naturally serve to revolutionise the masses, to train and educate the broad masses of the working class in the revolutionary spirit.

6) In its work the Party must be able to combine the strictest adherence to principle (not to be confused with sectarianism!) with the maximum of ties and contacts with the masses (not to be confused with khvostism!); without this, the Party will be unable not only to teach the masses but also to learn from them, it will be unable not only to lead the masses and raise them to its own level but also to heed their voice and anticipate their urgent needs.

7) In its work the Party must be able to combine an uncompromising revolutionary spirit (not to be confused with revolutionary adventurism!) with the maximum of flexibility and manoeuvring ability (not to be confused with opportunism!); without this, the Party will be unable to master all the forms of struggle and organisation, will be unable to link the daily interests of the proletariat with the fundamental interests of the proletarian revolution, and to combine in its work the legal with the illegal struggle.

8) The Party must not cover up its mistakes, it must not fear criticism; it must improve and educate its cadres by learning from its own mistakes.

9) The Party must be able to recruit for its main leading group the best elements of the advanced fighters who are sufficiently devoted to the cause to be genuine spokesmen of the aspirations of the revolutionary proletariat, and who are sufficiently experienced to become real leaders of the proletarian revolution, capable of applying the tactics and strategy of Leninism.

10) The Party must systematically improve the social composition of its organisations and rid itself of corrupting opportunist elements with a view to achieving the utmost solidarity.

11) The Party must achieve iron proletarian discipline based on ideological solidarity, clarity concerning the aims of the movement, unity of practical action and an understanding of the Party's tasks by the mass of the Party membership.

12) The Party must systematically verify the execution of its decisions and directives; without this, these decisions and directives are in danger of becoming empty promises, which can only rob the Party of the confidence of the broad proletarian masses.

In the absence of these and similar conditions, Bolshevisation is just an empty sound.

Statement by the Revolutionary Government of Cuba. It is imperative to halt the imperialist military adventure against Venezuela.


The Revolutionary Government of the Republic of Cuba condemns the escalation of pressures and actions of the US government in preparation for a military adventure under the guise of a “humanitarian intervention” in the Bolivarian Republic of Venezuela and calls on the international community to mobilize in order to prevent its consummation.

Between February 6 and 10 of 2019, several military transport aircraft have been flying to the Rafael Miranda Airport in Puerto Rico; the San Isidro Air Base in the Dominican Republic and other Caribbean Islands that have a strategic location, most certainly without the knowledge of the governments of those nations. These flights took off from US military facilities from where Special Operation Troops and US Marine Corps units operate. These units have been used for covert operations, even against leaders of other countries.

Media and political circles, even in the US, have revealed that extremist figures of that government with a long history of actions and slanders aimed at causing or instigating wars, such as John Bolton, US National Security Advisor; and Mauricio Claver-Carone, Director of the National Security Council’s Office of Western Hemisphere Affairs, counting on the connivance of Marco Rubio, Senator of the anti-Cuban mafia of Florida, designed, directly and thoroughly organized and obtained the funds, from their posts in Washington, for the attempted coup d’etat in Venezuela by means of the illegal self-proclamation of a president.

They are the same who, either personally or through the State Department, have been putting brutal pressures on numerous governments to force them to support the arbitrary call for new presidential elections in Venezuela, while promoting recognition for the usurper who hardly earned 97 000 votes as a parliamentarian, against the more than 6 million Venezuelans who elected Constitutional President Nicolás Maduro Moros last May.

After the resistance put up by the Bolivarian and Chavista people against the coup, evidenced by the mass demonstrations in support of President Maduro and the loyalty of the National Bolivarian Armed Forces, the US Government has intensified its international political and media campaign and strengthened unilateral economic coercive measures against Venezuela, among them the blocking of Venezuelan funds in third countries banks, which are billions of dollars worth; and the theft of the oil revenues of that sister nation, which are causing grave humanitarian damages and harsh deprivations to its people.

In addition to this cruel and unjustifiable plunder, the US intends to fabricate a humanitarian pretext in order to launch a military aggression against Venezuela and is seeking to introduce in the territory of that sovereign nation, by resorting to intimidation, pressures and force, an alleged humanitarian aid which is one thousand times inferior as compared to the economic damages provoked by the siege imposed from Washington.

The usurper and self-proclaimed “president” shamelessly announced his disposition to call for a US military intervention under the pretext of receiving the aforementioned “humanitarian aid”; and has described the sovereign and proud rejection of that maneuver as a “crime against humanity”.

US high officials have been arrogantly and blatantly reminding us all, day after day, that when it comes to Venezuela, “all options are on the table, including military action”.

In the process of fabricating pretexts, the US government has resorted to deception and slanders, for it presented a draft resolution at the UN Security Council which, cynically and hypocritically expresses deep concern about “the human rights and humanitarian situation..., the recent attempts to block the delivery of humanitarian aid, the millions of Venezuelan refugees and migrants”, the excessive use of force against peaceful protesters, the breakdown of regional peace and security in Venezuela, and urges “to take the necessary steps”.

It is obvious that the United States is paving the way to forcibly establish “a humanitarian corridor” under “international supervision”, invoke “the obligation to protect” civilians and take “all necessary steps”.

It is worth recalling that similar behaviors and pretexts were resorted to by the US during the prelude to the wars it launched against Yugoslavia, Iraq and Libya, which resulted in tremendous human losses and caused enormous suffering.

The US government attempts to remove the biggest obstacle -the Bolivarian and Chavista Revolution- to the imperialist domination of Our America and deprive the Venezuelan people from the largest certified oil reserve of the planet and numerous strategic natural resources.

It would be impossible to forget the sad and painful history of US military interventions perpetrated more than once in Mexico, Nicaragua, the Dominican Republic, Haiti, Cuba, Honduras, and most recently Grenada and Panama.

As was warned by Army General Raúl Castro Ruz on July 14, 2017: “The aggression and coup violence against Venezuela harm all of “Our America” and only benefit the interests of those set on dividing us in order to exercise their control over our peoples, unconcerned about causing conflicts of incalculable consequences in this region, like those we are seeing in different parts of the world”.

History will severely judge a new imperialist military intervention in the region and the complicity of those who might irresponsibly support it.

What is at stake today in Venezuela is the sovereignty and dignity of Latin America and the Caribbean and the peoples of the South. Equally at stake is the survival of the rules of International Law and the UN Charter. What is being defined today is whether the legitimacy of a government emanates from the express and sovereign will of its people or from the recognition of foreign powers.

The Revolutionary Government calls for an international mobilization in defense of peace in Venezuela and the region, based on the principles enshrined in the Proclamation of Latin America and the Caribbean as a Zone of Peace, which was adopted by the Heads of State and Government of CELAC in 2014.

It likewise welcomes and supports the Montevideo Mechanism, an initiative promoted by Mexico, Uruguay, the Caribbean Commonwealth (CARICOM) and Bolivia, which seeks to preserve peace in Venezuela based on the principles of non-interference in the internal affairs of States, legal equality of States and the peaceful resolution of conflicts, as stated in its recent Declaration.

It welcomes the positive consideration given to said initiative by President Maduro Moros and the international community and expresses its concern about the categorical rejection by the US government of the initiatives of dialogue promoted by several countries, including this.

The Revolutionary Government reiterates its firm and unwavering solidarity with Constitutional President Nicolás Maduro Moros, the Bolivarian and Chavista Revolution and the civic and military unity of its people and calls upon all peoples and governments of the world to defend Peace and put up a joint opposition, over and above political or ideological differences, to a new military and imperialist intervention in Latin America and the Caribbean which will harm the independence, sovereignty and interests of all peoples from Rio Bravo to Patagonia.
