Victory Day over imperialist Japan must be restored. Russia does not need a peace treaty with Japan

74 years have passed since the last volleys of the Second World War. On September 2, 1945, the Missouri battleship, which anchored in Tokyo Bay, signed the act of unconditional surrender of imperialist Japan. This historic day meant that World War II, which lasted six years, was over.

The main force that inflicted the main blow on Japan was the Red Army, which defeated the largest group of Japanese troops - the Kwantung Army. The defeat of the Japanese Army by the Red Army in Manchuria and Korea, as well as in southern Sakhalin and the Kuril Islands, deprived the Japanese militarists of all the bridgeheads and bases that they had been creating for many years in preparation for aggression against the USSR. The consequences of Japanese aggression against Russia were eliminated and the historical rights of the Soviet Union to South Sakhalin and the Kuril Islands were restored, which had been torn away by the Japanese imperialists in their time. The security of the Soviet Union in the Far East was ensured.

The peoples of Asia praised the contribution of the Soviet Union to their liberation, which accelerated the collapse of the colonial system of imperialism.

The victory over Japanese imperialism opened a new page in the history of the peoples of Asia. Favorable conditions have been created for the struggle of democratic forces and the rapid upsurge of the national liberation movement. The defeat of the Kwantung Army in Manchuria by the Red Army made it possible for the Chinese people to win the anti-Japanese war and reunite with their country the north-eastern part of China with a population of 40 million. The remaining Japanese weapons and the developed industrial base in Manchuria were able to use the People's Liberation Army of China in the subsequent struggle against the reactionary Kuomintang troops. All this was of great importance for the completion of the Chinese people's revolution. The defeat of the Kwantung Army and the defeat of Japan also served as a prologue to the birth of the Democratic People's Republic of Korea and the Democratic Republic of Vietnam, to the independence of India, Indonesia, Burma (Myanmar) and other countries. The end of the war was of great importance for the Japanese people. It brought him deliverance from the militaristic dictatorship and allowed progressive forces to launch a struggle for the democratic development of the country.

The USSR, true to its international duty, fulfilled its great liberation mission.

In honor of the victory of the USSR in the Soviet-Japanese war of 1945, by Decree of the Presidium of the Supreme Council of the USSR of September 2, 1945 "On declaring September 3 as the Victory Day over Japan", this holiday was established, which was a day off in 1945 and 1946.

In modern Russia, September 3 is considered a memorable date and is celebrated as "Day of solidarity in the fight against terrorism." The list of Days of Military Glory of Russia does not have a memorable date in honor of the victory over Japan, despite the fact that bills on the inclusion of this day in the list of days of military glory have been repeatedly submitted to the State Duma of Russia.

Unlike the bourgeois leadership of modern Russia, which for some reason is “embarrassed” by the victory of the Soviet Union over imperialist Japan and suppresses it, in the Democratic People's Republic of Korea the day of liberation from Japanese colonial rule is celebrated on August 15 as the Day of the revival of the motherland.

The date of the end of hostilities between China and Japan during the Second World War in China was recognized as one of the most important public holidays. Since 2015, when the whole world celebrated the 70th anniversary of the end of World War II, the country's leadership declared September 3 as National Memorial Day. From that moment, the anniversaries of Victory Day over militaristic Japan, as previously similar dates for the founding of the PRC, began to be celebrated with a large military parade on Tiananmen Square and large-scale actions throughout the country.

Russia, as the heir to the Soviet Union, which made the main contribution to the defeat of imperialist Japan, has no moral right to hush up the great feat of the Soviet people and the Workers 'and Peasants' Red Army to eliminate the aggressive bridgehead of Japanese militarists in the east of the country and free the peoples of Asia from Japanese occupation.

The secretariat of the Central Committee of the AUCPB strongly supports the demands of war veterans and the patriotic forces of Russia to return Victory Day over Japan to the register of public holidays.



PEACEFUL AGREEMENT WITH JAPAN OF RUSSIA NOT NEEDED

Recently, relations between Japan and Russia have sharpened again after Russian Prime Minister D. Medvedev visited Iturup Island. The Japanese Foreign Ministry said that this visit was "incompatible with the position of Japan" on the issue of the Kuril Islands, which in Japan are already considered theirs.

As you know, the Japanese leadership has been raising the issue of transferring the so-called “northern territories” to Japan for four years, to which it includes the four southern Kuril islands — Iturup, Kunashir, Shikotan and Habomai — as
a condition for establishing unconditional diplomatic relations between Russia and Japan.

Today, Japan raises the question of transferring to it the two islands of the Kuril ridge - Shikotan and Habomai. It is not clear why President V. Putin is reanimating what was rejected back in Soviet times, especially since this is not in Russia's interests? From Japan, we see this reanimation as deceit, and from Russia as ignoring (selectively) Soviet documents.

The secretariat of the Central Committee of the AUCPB believes that the Russian leadership, with its fuzzy unprincipled position, only provokes the Japanese side to arrogant unjustified claims to Russia. On the one hand, Russian leaders, under public pressure, say that the Kuril Islands are Russian land, and on the other, they agree to take the decision of the Soviet-Japanese declaration of October 19, 1956 as a basis for considering the issue of the South Kuril Islands. (Note Declaration, this is not an agreement, but an agreement, or a statement of intent.) According to this declaration, the USSR (under Khrushchev) promised to transfer to Japan 2 islands - Shikotan and Khabomai. But in 1960, in response to the conclusion of a new Japanese-American military treaty, on the basis of which the US military bases in Japan were created and are still operating, the USSR annulled its obligations to transfer the islands. The memorial note of the Soviet government of January 27, 1960 states that these islands will be transferred to Japan only if all foreign troops are withdrawn from its territory. However, American military bases are still deployed in most of Japan. Therefore, all sorts of claims of Japan to the islands of the southern Kuril Islands with reference to the agreements canceled back in the distant Soviet era are absurd.

The secretariat of the Central Committee of the All-Union Communist Party of Bolsheviks presented its position on the Kuril Islands in sufficient detail in its statement of January 19, 2019, “No Negotiations on the Transfer of the South Kuril Islands to Japan!” (Published in SiM-2, 2019).

       We believe that the transfer to Japan of even only two Shikotan and Habomai islands for the now-worthless piece of paper - the “peace treaty” —will immediately lead to the construction of US military bases equipped with nuclear weapons on them, since the US is constantly violating any treaties “in the interests of America” .

Japan already lathers a spit (island) of 157 hectares for the construction of a new American military base. Do we need such a close proximity to such a predatory “western friend”? This is the first. Secondly, no ruling power in the Russian Federation has any right to give away Russian territories, which is observed in reality and during the reign of D. Medvedev (transfer of part of the Barents Sea marine territories with rich fish resources), and to the reign of V. Putin (reassignment to China islands on the Amur River near Khabarovsk). The criminal practice of the supreme leadership of the Russian Federation on the issue of Russian territories is not permissible and should be condemned.

Thirdly, according to the results of a survey (national referendum) at the beginning of 2019, 96% (of more than 12.5 thousand) residents of the southern Kuril Islands spoke out against the transfer of any Kuril Islands to Japan.

     And fourthly, the main thing is according to Article 4, Clause 3 of the Constitution of the Russian Federation “The Russian Federation ensures the integrity and inviolability of its territory”.

The supreme power of Russia has no right to violate the constitution of the Russian Federation, according to which the will of the people is the highest direct expression of the power of the people.

It is impossible for Russia to make a decision on the basis of long-expired agreements. President V. Putin cannot make a serious decision for Russia in gratitude to the Prime Minister of Japan for the donated purebred puppy. The President of the Russian Federation should not care about the growth of authority of the outgoing Prime Minister of Japan, Shinzo Abe.

       At present, the short-sighted leadership of the Russian Federation, following the Japanese side, agrees that a peace treaty is supposedly needed to establish cooperation between Russia and Japan. In our opinion, no “peace treaty” with Japan is required for Russia for any purpose. ALL issues of relations between Russia and Japan were identified when Japan signed the act of unconditional surrender on September 2, 1945. The Kuril Islands, the Soviet Union returned after the Second World War, and its results are not being reviewed. The UN Charter in Article 107 states that the results of World War II are unshakable. These documents were signed not only by representatives of the USSR, but also by the Japanese when they joined the UN.

*** As you know, the final point in the war with Germany was set by the signing of the act of unconditional surrender on May 9, 1945, after which no peace treaty was concluded with Germany. The act of surrender was enough so that no territorial claims on the part of the FRG against the USSR would subsequently be made. Ultimately, normal trade relations develop between the Federal Republic of Germany and modern Russia, which only the USA has been trying to prevent over the past few years. This means: modern Germany is recognized

The results of World War II, and in Japan, revanchist circles dream of revising them.

Now the United States, which is the hegemon in the imperialist world, implements a policy of dictatorship in relation to its allies. I.V. Stalin in his work “The Economic Problems of Socialism in the USSR” (1952) wrote on this subject: “Outwardly, everything seems to be“ happy ”: the United States of America has lined Western Europe and other capitalist countries; Germany (Western), England, France, Italy, Japan, who fell into the clutches of the United States, obediently obey the orders of the United States. But it would be wrong to think that this “prosperity” could remain “forever and ever”, that these countries will endlessly endure the domination and oppression of the United States of America, that they will not try to break out of American bondage and embark on the path of independent development. ” And such times (of independent development) are already coming. Germany more and more refuses to be an obedient instrument in the hands of the United States, for example, despite the powerful pressure of American capital, the German leadership intends to complete the construction of the Nord Stream-2 gas pipeline, through which Russian gas will go to Europe. In the Bundestag, calls are heard for the elimination in Germany of American military bases and their (USA) nuclear weapons.

As for Japan, its leadership still does not pursue an independent policy and, contrary to its national interests, acts with caution and at the direction of the United States. The Americans, of course, support the revanchist sentiment of Japan regarding the transfer of the Kuril Islands to it.

The secretariat of the Central Committee of the AUCPB believes that bargaining by the leadership of the Russian Federation around the South Kuril Islands is inappropriate. The policy of appeasing Japanese revanchist circles, acting under the incitement of the United States, is unacceptable. The Russian leadership should first of all uphold the national interests of the Russian state, firmly and unequivocally refuse to negotiate with Japan on the basis of the Soviet-Japanese Declaration of October 19, 1956, which had long been invalidated in 1960 with the aim of imposing Japan concluding a peace treaty between Russia and Japan, for which, as the Japanese revanchists suggest, the transfer of the South Kuril Islands to Japan should follow.
