According to media reports, in July 2019, the Forum of the Regions of Belarus and Russia will be held in St. Petersburg, at which a substantive discussion of the integration proposals in the Union State should take place.
On December 8, 1999, an important event in the history of Belarusian-Russian relations took place, on that day the Treaty on the Establishment of the Union State of Belarus and Russia was signed, which on January 26, 2000 after the ratification of the Treaty by parliamentarians of the two countries entered into force. In these documents it was firmly stated about the determination to continue the movement towards voluntary unification into the Union State.
It has been 20 years since the signing of the Treaty on the Establishment of the Union State. The peoples of Belarus and Russia are entitled to ask from the leadership of both states: what has been done over the past two decades? As for Belarus, as you know, the desire of the Belarusian people to unite with Russia was expressed at a republican referendum on May 14, 1995, in which 83.3% of Belarusian citizens voted for the approval of the issue of integration with the Russian Federation.
Unfortunately, we have to admit that the process of building the Union State has been unreasonably delayed. The peoples of our states need productive work on integration, and not an imitation of the unification process. The USSR was created in 1922 in an extremely short time. 28 European countries that created the European Union demonstrated remarkable coherence and efficiency in matters of integration, although there are plenty of contradictions there.
In our case, even such a step as the unification of monetary systems, which is stipulated in Article 13 of the Treaty, is becoming increasingly problematic. Instead of joining efforts in the direction of economic recovery, opposition and competition are intensifying. There is no clear clarity in the question of which state is being built, since there is still no Constitutional Act, the terms of which have already been repeatedly postponed, and now there is complete uncertainty on this issue. The single citizenship of the Union State is not fully realized, so that every citizen has truly equal rights in any part of it, as provided for by the Treaty of Equal Rights of Citizens of December 25, 1998. For 20 years even Article 10 of the Treaty of 1999, which says: “The Union State has its own emblem, flag, anthem and other attributes of statehood,” is not implemented, this is the simplest thing that could be done. At the same time there is an example of the European Union, whose blue flag with 12 golden five-pointed stars on it is known to the whole world. What are we worse? After all, we have a rich experience of the Soviet Union, the attributes of which the Soviet people were proud of. Our united Soviet Union defeated a united Europe, led by Nazi Germany!
As for the fears regarding the loss of independence (sovereignty) of Belarus in the event of deep integration with Russia, which is constantly repeated by the rabid nationalist opposition of Belarus, then, firstly, in accordance with Art. 3 of the Treaty of 8/12/1999 will have to hold "the delimitation of the objects of competence and powers between the Union State and the States Parties". Secondly, this distinction should be made by the participating States themselves on a voluntary basis, so their sovereignty is not diminished in any way.
It is this practice of state-building that was developed by mankind during its development. It should be noted: in the world, almost all countries to one degree or another are adjacent to one or another center of power, otherwise it will not survive. Our ties with Russia, both related and spiritual and historical, and economic, are so deep and natural that there is simply no alternative to an alliance with Russia. Only in alliance with fraternal Russia can the Belarusian people be free and independent. The sad experience of Ukraine, whose leadership has gone on breaking centuries-old ties with Russia, making a roll to the West, is a confirmation of how you can be thoughtlessly and overnight dependent on the same West.
President of Russia V.V. Putin has repeatedly said that the Eastern Slavs are essentially one people, and Belarusian President A.G. Lukashenko said that “Belarusians are Russians with a quality mark.” We, representatives of the left-wing patriotic organizations of Belarus, support this position. NotDespite the fact that according to the classical definition of a nation, there are three nations: Russian, Ukrainian and Belarusian, but in general we are one people, we have common roots, common history, common spiritual repository, in past centuries our ancestors had a common self-name - “Russians ".
As is known, the entire world capitalist system is periodically shaken by crises, which is an incurable vice of capitalism, which has never been in the commonwealth of socialist states. In the current conditions, it is better to resist and fight the consequences of the crisis together.
The unfinished Union State has recently been tested for strength and foreign policy factors. As the experience of the post-Soviet history has shown, it’s impossible to remain neutral between the West and the East for an infinitely long time: some former Soviet republics that had moved away from Russia ended up in the sphere of influence of the EU and NATO. And the attempts of the former President of Ukraine V. Yanukovich to simultaneously “sit on two chairs” have dire consequences for Ukraine. First, the Neanderís forces came to power - the spiritual heirs of Bandera and Shukhevych, who unleashed a civil war in Ukraine with the bombing of the peaceful cities of Donbass, who organized the massacre in Odessa and other crimes. Secondly, the coup d'état in Kiev, carried out under the leadership of the countries of the West, and the events that followed it signify NATO aggression against Ukraine and the start of aggressive actions against Russia. Thirdly, Ukraine was in a deep crisis and rejected in its development many years ago. Such a fate is unacceptable for our peoples.
We, representatives of the left-wing patriotic organizations of Belarus, believe that in the current relations with modern Ukraine, the Belarusian leadership should defend, above all, the interests of the Union State, while supporting its ally, Russia.
Unfortunately, the history of Belarus is being redrawn in favor of pro-Western nationalist forces in Belarus, representatives of Polish magnates, who pursued a policy of national oppression of Belarusians and hostile relations with Russia, ascend to the pantheon of Belarusian heroes. This can not help us. Moreover, we see that this rewriting of history plays into the hands of the Polish reactionary circles, who dream of “cracks of the apostates,” that is, lands of Belarus and Ukraine.
For 20 years, the leadership of Belarus and Russia has been discussing the forms of integration of our states: federation or confederation. From history it is known that a confederation is a short-lived creation, it either collapses or turns into a federation. Currently, there are 28 federated states in the world, which are characterized by stable state stability, some of which have a multinational composition. Even about the European Union we can say that there are certain signs of a federation in it, since the supranational governing bodies of the union are endowed with considerable powers. Why is there still no effective supranational government bodies in the Union State of Belarus and Russia? In the people of both states, they recently say: “It seems that the elite of our states are more worried about their wallets and chairs than about the people.”
It should be noted that the lack of progress in the construction of the Union State has a negative impact on broader integration: the accession of other states to the union.
And finally, the most important reason for pushing our nations to unite is our common security issues. The situation on the planet has been heating up lately, the US withdrawal from the Treaty on the Elimination of Intermediate-Range and Shorter-Range Missiles (DIST) and the uncertainty regarding the extension of the Strategic Arms Reduction Treaty
START-3, increases the danger of war in the world. The situation is getting worse, first of all, around Russia and Belarus: NATO is moving towards the borders of the Union State, deploying its contingents in the Baltic States, Poland and other countries, preparing Ukraine for joining the North Atlantic alliance.
We, the leaders of the left-wing patriotic organizations of Belarus, after analyzing the situation that has arisen with the construction of the Union State of Russia and Belarus, appeals to you, Alexander G., and to you, Vladimir Vladimirovich, with the call:
in connection with the 20th anniversary of the signing of the Belarusian-Russian Treaty at your next meeting, show political wisdom and will, make mutual concessions and eliminate all contradictions that have arisen in the relationship between Belarus and Russia, in the end to resolve the issue of full and prompt implementation of the Treaty on the creation of the Union State of Belarus and Russia, which will be supported by our peoples, as it meets their fundamental interests, will serve as an important step in the revival of their former state unity and power.
The peoples of our states do not expect mutual recriminations and fights from you: who owes what to whom, but effective work on integration, since our fate, our life, the lives of our children depend on it. Thesevalues are more valuable than money and any economic gain.
