Pyongyang, August 5 / CTAC / - The Nuclear Energy Agreement between the United States and Japan for 30 years has expired automatically, which expired on July 16. In this regard, the DPRK Committee for Peace in the Asia-Pacific Region published a White Paper on August 4, exposing a dangerous intention and a criminal nature on the background of the silent intrigues of prolonging this Agreement between the United States and the Japanese reactionaries.
The White Paper notes the following.
Historically, the Japanese reactionaries kept saying that Japan, as the only state in the world that suffered from a nuclear catastrophe, is categorically against the possession and use of nuclear weapons.
However, contrary to their words, the Japanese reactionaries had long been harboring the infamous plan for nuclear weapons and were striving for its implementation.
Japan, which since the early 1930s conducted a study of the use of nuclear energy, since the 1940s, under the direct leadership of the military department, until recently, comprehensively promoted the development of the atomic bomb.
And in 1956, Japan began to implement the technology of nuclear fuel reprocessing, in 1977, the production of plutonium began, and in the 1980s a fast neutron reactor called Mondju was used to mass the plutonium.
Also in 1988, after the conclusion of the Nuclear Energy Agreement between the United States and Japan, Japan began to import spent nuclear fuel from other countries, and sought to accumulate plutonium.
The White Paper also highlights the US double position, which keeps silent about Japan's intention to develop nuclear technology in order to obtain nuclear weapons.
Japan, except for five permanent members of the UN Security Council, is the only country in the world that is allowed to produce plutonium through the utilization of nuclear fuel.
After in 1988 the United States granted Japan the right to recycle spent nuclear fuel, Japanese reactionaries in the past 30 years have increased the accumulation of plutonium for nuclear weapons.
Already in the mid-1950s, the United States, through the "Marshall Plan of Atomic Energy", transferred Japan the basic technologies for the development of nuclear weapons, including uranium enrichment technology, and in the late 1960s, under the pretext of testing, supplied Japan with 365 kg of weapons-grade plutonium.

The conclusion of the Atomic Energy Agreement between the United States and Japan in July 1988 allowed Japan to extract plutonium and enrich uranium by disposing of spent nuclear fuel.
In fact, it's like initiating Japanese reactionaries plotting to carry out their own nuclear weapons.
The White Paper states that Japan's nuclear weapons and the subsequent global nuclear catastrophe are a matter of time.
Until now, the world's accumulated amount of plutonium has reached 518 tons, while the quantity stored in Japan reaches 47 tons.
Despite this, the United States and the Japanese reactionaries again openly committed an anti-human and trampling crime, automatically extending the Nuclear Energy Agreement between the United States and Japan.
This of course without unnecessary words is the result of collusion between the island's gangs and the United States. The Japanese are also trying to turn their country into a military power under the active aegis, indulgence and encouragement of the master and thereby fulfill the former dream of "the sphere of co-prosperity of great East Asia", while the United States is "exclusively generous" in the hands of a vassal and use it as a shock strike for the implementation of the strategy of domination over Asia.
If the US has the will to denuclearize the Korean peninsula, then, of course, they should be called into question about the nuclear weapons of Japan and objectively assess the state of affairs.

Foreign Minister of the DPRK made a speech at the meeting of the Ministers of the ASEAN Regional Forum

He stated that the summit and negotiations held in Singapore, for the first time in the history of relations between the DPRK and the US, are an important event that had the most profound and positive impact on the development of the situation in the APR.
He also pointed out that if those countries that are in deep-seated hostile relations achieve mutual trust, then it is possible to solve the issue of peace and security in the region and the world through dialogue and negotiations.
This is a huge international significance, which has a summit and negotiations in Singapore.
The position of our Republic is unchanged: to actively develop the relations of friendship and cooperation with all countries in the region on the basis of respect for sovereignty, equality and mutual favor and continuously contribute to joint efforts to build confidence and implement preventive diplomacy of the ASEAN Regional Forum.
The new state of peace and stability achieved on the Korean Peninsula is the expensive sprouts that all countries of the region should jointly promote, cherish and consolidate for the stable and constructive development of the APR situation as a whole.
In short, the current situation on the Korean peninsula can be called a moment of history, in which the old is destroyed and a new one is born.

The determination and stance of the DPRK is unshakable and responsibly and with diligence to implement the joint statement of the DPRK and the United States.

The international community should, as appropriate, respond with constructive measures that inspire and encourage the peace and economic development of the Korean peninsula to the first goodwill measures that we have undertaken to denuclearize.
In conclusion, the Foreign Minister of the DPRK expressed hope and confidence that all the participating countries of the ASEAN Regional Forum cherished the hard-won century-old chance of turning the situation on the Korean peninsula and did things that would benefit the cardinal solution of the Korean Peninsula issue.
